easy, they have a taxi desk inside airport. pay there for taxi or mini bus. no other way to do it. from town, grab a street taxi for about 150 baht or less

if you got the cash pay and are in a hurry you can take a taxi

i preferred the song thaew into town (40B?) right to the bus terminal where you can arrange a mini van to your hotel in paneng
