Transport Vietnam's Long Thanh Airport Faces Potential Pitfalls

Situated in Dong Nai Province, approximately 40 kilometres from Ho Chi Minh City (HCMC), it promises to redefine air travel in the region. However, the airport faces a looming threat: inadequate connectivity, which could see it share the fate of the underutilised New Eastern Bus Station in HCMC. The New Eastern Bus Station was established to solve congestion problems in central HCMC by relocating operations to the outskirts. Built for over 4 trillion VND (approximately 5.5 billion THB), the station sits in Long Binh Ward and was intended to modernise city transport. Despite these ambitions, it operates at a fraction of its intended capacity due to poor access and delayed infrastructure projects. This stark scenario offers a cautionary tale for Long Thanh Airport. Despite its impressive scale—covering more than 5,000 hectares and costing nearly 336.630 trillion VND (about 469 billion THB)—there are fears it might face similar underutilisation. Set to handle 100 million passengers and five million tonnes of cargo annually, Long Thanh's first phase aims for completion by 2026, catering to 25 million passengers initially. However, the very factor that necessitated relocation for the bus station—distance—now threatens the airport’s success. The current primary access routes include the Long Thanh–Dau Giay Expressway and National Highways 1 and 51, all notorious for congestion. Le Trung Tinh, chairman of the HCMC Passenger Transport Association, has voiced concerns. "While Long Thanh is nearing its opening, the connecting roads remain overburdened," he warns. Crucial infrastructure projects, such as the expansion of the Long Thanh–Dau Giay Expressway, remain far from complete. This disjointed timeline raises alarms about the airport's operational efficiency once it opens. The Vietnam Airports Corporation has deliberated two main operational scenarios: one in which Long Thanh handles all international flights—around 19 million passengers annually—while Tan Son Nhat accommodates most domestic flights; another where only long-haul international services move, leaving shorter routes at Tan Son Nhat. Yet logistical challenges abound. The complexity echoes that faced by facilities worldwide, such as South Korea's Gimpo and Incheon airports. Architect Ngo Viet Nam Son emphasises that the Long Thanh operation should begin cautiously, suggesting an initial transfer of cargo operations. This measured approach could alleviate some pressure on Tan Son Nhat, enabling it to enhance connectivity gradually as infrastructure develops. Without effective transportation links, the repercussions could extend beyond the airport itself, impacting Ho Chi Minh City’s standing among Asian metropolises. Experts like Phan Le Binh from OCG Japan Consulting highlight the necessity of convenience for maintaining competitive positioning within the region. A breakdown in connectivity not only hampers passenger convenience but also undermines logistic and economic efficiencies. The lessons from HCMC’s bus station debacle underscore the critical nature of planning and executing comprehensive transport infrastructure in tandem with facility development. Options to mitigate these issues include the introduction of dedicated bus lanes on key expressways, a proposed solution meant to streamline transit to and from the airport. This approach could serve as a stopgap until more robust infrastructure is completed. Ultimately, the success of Long Thanh hinges on the synchronisation of its opening with transit infrastructure upgrades. The spectre of delay-heavy projects—like the widening of the Long Thanh–Dau Giay Expressway and construction of vital roads such as Ring Road 3—looms large. In closing, Vietnam’s Long Thanh Airport stands as a beacon of potential hindered by looming infrastructural inadequacies. The developers, alongside government and city planners, face a race against time to secure the necessary transport links that would prevent a costly underperformance. Balancing expansion aspirations with present-day capabilities will be pivotal in realising the airport’s promised economic and logistic benefits. By focusing on phased development and immediate transit solutions, stakeholders can work to mitigate risks and steer Vietnam's aviation future towards an interconnected, prosperous horizon.
