Mae Chan Residential Developments

A real estate company was in BKK recently promoting a new residential community in Mae Chan district, about 30 km from the Chiang Rai airport. Most of the lots appear to be fronting canals, lakes, or natural streams and connected to the dam. Its called Doi Mae Salong Mountain View Project, or something close to that. They offered a price of 3500 per talang wah (1.4 million per rai). Does this seem outrageously high for that far out of the city? Is the market such that I could negotiate with them? This was supposedly the price being offered, lowered from 3900. I'm looking for 1 rai with a nice view with roads and infrastructure in place. Thanks.
