I always buy my traveller's cheques at the Head Office of the Siam Commercial Bank on the corner of Phetburi Road and Soi Chit Lom. The service is very efficient. Don't forget you'll need to show your passport.

Not be sounding picky or anything, but the head office for Siam Commercial Bank is on Ratchadaphisek Road at the SCB Park Plaza in Chatuchak district.
