My Thai Tax Office Tax Filing Experience...
I have a tax ID for many years, but haven't remitted any funds to Thailand in recent years, though I claim back withholding taxes every year. So this year, when I went to the revenue office, I asked the lady who could speak English well. If you remit funds to Thailand, and the total is below the threshold of your tax free allowance, you don't need to file. But if the total is higher than your tax free allowance, you need to file, regardless if they are assessable or not. -

If one is on SS wants to live in Thailand with a retiree Thai lady
The biggest single expense is the roof over your head. If that's paid for, then rest is really very low and easily do-able on those figures. Ultimately it depends on your lifestyle. -

My Thai Tax Office Tax Filing Experience...
Not positive, but expect if that 200K is your only income, you are probably entitled to a refund of a significant portion of the 20K baht withholding tax. I'm no taxspert, but that's below your TEDA, at least 60K personal allowance and 150K taxed at 0%, so you'll likely get it all back. Let us know what happens. -
