This decisive action underscores the BOC's commitment to disrupting the illegal vape market and safeguarding community well-being. Customs Commissioner Bienvenido Y. Rubio announced that the large-scale destruction began on April 7, 2025, following the directive from President Ferdinand R. Marcos Jr. to eradicate unauthorized and potentially harmful vape products. These operations are being conducted at waste facilities in Bulacan, particularly at RCU Waste Collection Services in Marilao and Barba Waste Management in Bocaue. Since the initiation of this crackdown, the Manila International Container Port and Port of Manila have overseen the destruction of over one million vape products that lacked the necessary clearances or were found unsafe for public consumption. This initiative is in accordance with Republic Act No. 10863, the Customs Modernization and Tariff Act, and Republic Act No. 11900, which regulates vape products. The operations involve collaboration between the Auction and Cargo Disposal Division, Enforcement and Security Service, and Customs Intelligence and Investigation Service. Additionally, security is reinforced through the support of the Philippine Army and Coast Guard. Commissioner Rubio emphasized the BOC's unwavering determination to fight smuggling, stating that the destruction of these illegal products reinforces their commitment to a health-driven, regulated market. He reiterated that such actions align with their goals of ensuring market integrity and sound governance. Through this crackdown, the Bureau of Customs not only highlights its pivotal role in border security but also its dedication to protecting Filipinos from the dangers posed by unregulated products. This move serves as a strong message to those involved in the illegal trade, underscoring the BOC's relentless efforts to uphold public safety and regulatory compliance. According to Mr. Ou’s ACLU attorney, “When the officers returned the phones to him several hours later, it was evident that their SIM cards had been temporarily removed because tamper tape covering the cards had been destroyed or altered.” Similarly, in July, CBP airport agents detained U.S. citizen and Wall Street Journal reporter Maria Abi-Habib for an hour and a half. When they asked for her cell phones, she refused and referred them to the newspaper’s lawyers.
