Click on the Yahoo icon. You will need to download Yahoo Messenger. From there you will be able to send SMS for free.

You can do it from here: http://asia.mobile.yahoo.com/sms/y2sms/index.php

The receiver can also reply to your message at the local SMS rate, 3 baht, instead of the usual 9 baht international rate.

Failing that, you can use this utility; http://203.170.228.139/gsmweb/   With that utility, the person you are sending to will have to register their mobile.

It becomes clear how, when you try to send to an unregistered mobile. This costs 1 or 2 baht for the receiver per message.
