The usual location has been old town Thong Sala. Its not as big a deal as in Phuket but if you hit town at the right time you can see the parade of people with spikes in their mouths etc.

Do you know anybody in the old part of town? The Vegetarian festival is Chinese. You can try asking at Siripun's bakery (well she used to bake but not so much anymore) or ask at the old Lim Pi Pong hardware store in town, they should know.
