What is the maximum number of days can a Malaysian stay in Thailand? I heard that the 90 days rule is no longer applicable. So what is the current law and policy in relation to staying in Thailand without visas and what are the conditions to obtain a visa for one year or 2 years in Thailand?

There is nothing in your post to indicate that you qualify for any of the various types of annual extensions. Therefore, the best you can get is a tourist visa which will give you permission to stay for 60 days, and this can be extended in Thailand by 30 days at any immigration office.

Correct, Malaysian passport holders are exempt from the 15day rule at Malaysia-Thailand border.
