First an update for those of you who answered earlier questions I had regarding the application for a CR-1 visa for my wife at the USCIS office in Bangkok. My wife just had her interview and it was approved. We found a lot of useful information on this board and others, so thanks to everyone for their contributions.

Nov. 17, 2008 - filed I-130 petition

Jan. 20, 2009 - CR-1 interview, visa request granted

Police certificates: I want to note that we did not submit, and did apparently did not need a police certificate for her time in the US as a student. I was pretty certain this was the case, but some doubt remained until the end.

Domocile proof: Not much say here because the amount of proof required is likely to vary signicantly considering the petitioner's circumstances. The consular officer asked my wife if I voted in the last presidential election, but did not ask to see the proof (I did, and had proof ready).
