I am looking at going to the Thai Embassy over Sankran, well go to Laos anyway.

I believe that the public holidays in Thailand are 13,14 & 15th April, so I expect it will be closed on those days.

I have been told that Laos public holidays are 14,15 &16th April, so I presume it will be closed on the 16th as well. Is this correct?

I was also told that Many places will be shut down up there 13-16th any many taking the 17th off, gone home for the week.

I am deciding to go to the Embassy before or after the water fights. At least there will be beer there, (and lots of drunk driving too I imagine, but hope not).

Yes. Thai embassies and consulates observe both the Thai and the local holidays.

The "Songkran" dates in Cambodia are the same as in Laos, 14th-16th, in case anyone intends using the Thai consular/embassy services there.
