I think you answered your question yourself... the brown shirts are outnumber 10 to 1.

As long as there is no order from above to scramble a large force they will do nothing then try to keep (the traffic in) order as good as they can.

This order has just been given in Chonburi and Pattaya, btw... State of Emergency to be exact.... sad to see that it has to come as far as this and that there has not been taken any measures before that would/could have prevented the state of emergency to be called.

Whatever colour shirt if the state of emergency strengthens the pound, keeps the short term tourists away, etc etc then those of us who live here long term ought to see some benefit.
