I do you know any place in BKK where I can exchange USD travel cheques for USD cash without having to go through a conversion in Baht?

And is there somewhere I can draw USD cash from ATMs in BKK?

I don't think so, certainly not in Pattaya.

In Swampy airside, you can withdraw USD cash from certain SCB ATM (which is located next to SCB exchange booth). However, it is just a mathematical trick, as you will be charged in Thai Baht. No different from cashing in Thai Baht and covert straight to USD at the booth.
