Whilst you and I may knowledgeably refer to it as "winter" or the "cool season", allow me to quote from the well-known www.kitesurfingpranburi.com website:-

Seems global warming has really changed the wind patterns here in Thailand, for example last Nov/Dec was the windiest we have seen in Pranburi yet this period has been the worst.
