Believe you are asking about multi entry visa rather than more than one but have not seen many reports of success there. Penang is the best border crossing Consulate for that - and usually the only reliable one.

What Lop said. Vientienne is known as a tough place for Visas, stick with Penang IMO!

Too true, and it is a big plus to use a Penang visa agent
