Getting Non O Marriage Visa In Manila, Philippines

I am a US citizen, 54 years old, married to a Thai woman who is now living in Phuket with our 3 year old daughter. I am working in Guam and do not want to return to the states for my anual Non O visa. This time I want to get a one year multiple entry visa for which I must leave Thailand every three months. I have had these visas for the last 3 years but this time, I want to get this visa outside of the United States. Can this be done quickly in the Philippines since this is on my way home to Phuket? Or should I go to another Thai embassy in KL which is also on my way home? Anyone with experience with the Thai Embassy in Manila, please let me know what I am in for, such as delays, money, hotel, transport ect.

Manila is not very helpful and the only consulate to give a multiple entry Non-O in the region is KL, but you would need a copy of your marriage certificate, copy of wife's ID card and house hold book and a short note from here asking for a visa for you is also nice. You also will need to provide proof of having at least 100,000 Baht in the bank.

I got my multiple entry Non-O in Singapore last year, a couple of other times as well. No hassle, and very accommodating (even gave a pass on one of the required documents). Had to show 400K Bhat in the bank, not 100K, every single time.

If you had 400,000 Baht in the bank wouldn't it have been more cost affective to have got a 12 month extension from Immigration?

I never had to show any money for the Non O visa issued in Louisiana or Florida at the Thai honorary consulates. The only requirement was to show a plane ticket to Thailand. Is this a new requirement or is this required only because I am getting my visa outside of my country? My wife and daughter want to meet me in KL in September when I arrive. Do they need a visa to go to KL? They have traveled to Langkawi without visa but maybe KL is another case. I heard there was a great new amusement park in KL and if you know of any nice hotel or any other advice for a short stay in KL, that would be appreciated. I will drop Manila based on your advice.

Visa requirements are a bit stricter than elsewhere.

Your wife and daughter don't need a visa for Malaysia, if they have a return ticket within 30 days. But they will need to show enough funds.

Certainly. First time around, wasn't aware of the possibility. On the other occasions, there were some travel considerations.
