I got no idea what an apostle is but if you need a document notarized which will be valid in some foreign country, you will most likely have to go to your respective embassy in Bangkok or if you have a consul here in Pattaya, that person may be a legal notary for your country. Being from the USA, if I need to have something notarized (for USA purposes), the American embassy can notarize them and it will be legally recognized as such in the US.

"I need an apostille."

Thailand is not a signatory of "The Hague Convention", therefore no apostille available. but any embassy/consulate can notarise a document with similar validity.
