It's usually a problem with the IPS not being reliable enough which tends to happen alot here in Thailand. You can try other VPN services. I use www.vpntv.co.uk as they are the cheapest but you have to have quite a reliable Thai ISP.

Based in Phuket, we use both ToT and TTnT and have found that the later is the most reliable where we are.

Try to run "traceroute" command to your destination VPN authenticator, see where you data went around the world and tell the provider.

Usually, a basic internet package (399/599 Baht) is 5-port sharing and only have 5-10% international bandwidth.

If you can't change your VPN provider, try upgrade to Premier/Business package (>1200 Baht) - which (3BB told) to have full international bandwidth.
