Given I travel outside Thailand relatively frequently, where is the best place to buy an unlocked Iphone 4 and at what cost?

My friend just paid $770 for one in USA. I have no idea if that's cheap or not.

DTAC & True are the carriers of the Iphone in Thailand & they both have an unsubsidised price but you'd have to ask them if it is a locked Phone. I heard on a Technology podcast that Apple were now sending out unlocked phones not sure if that was worldwide or just in certain areas.
