For teaching at the University level, you do not need a Teacher's License. I can't actually 'prove' this, but the Teacher's Council of Thailand (who are involved with licensing) have nothing to do with Universities. There website is:

Your school really should be sorting this paperwork out for you. My uni this year gave me my employment paperwork (contract, work verification, etc.) and I went to lao myself, submitted this with my visa app. and next day got my visa. Next you will take this along with your wp paperwork from the school and get your wp at the labor office. There they will issue your wp which will run concurrently with your non-b visa and contract. Then I had one more trip to immigration to get my visa matched and extended for the period of my wp, even though I bought a one year visa it is only good for the duration of my work permit. I dont know about your "private university" but I have never been required to apply for a teachers license at two different gov universities. Be sure to bring photos and photocopies of everything. Again your school should be doing all the paperwork as trying to do it yourself will bring nothing but misunderstandings. One last thing you will get twenty different answers to any visa/wp question on here, so MAKE THE SCHOOL DO IT !
