I have a questions regarding intercept messages.

Lately i tryed to call one of my friend on his mobile phone but i get the following answer:

"The number you have dialed is not available at this time "

What does it refers to ?

His battery is empty or he switched off his phone because he spends quality time with his Mia Noi.

This could be for different reasons, like problems between the carriers, the called phone being off, out of coverage, out of online credits etc.

Seriously, might be phone turned off, out of reach, network issue, out of the country, etc.
