Pattachote Layout - The Key Below Backspace

In Pattachote layout, what does the key below backspace do? I'm using Windows 7, and I get  (U+F8C7) without shift and ํ (U+0E4D) with shift. What on Earth is that first character? It shows as a square for me and isn't even a valid Unicode character! A number of virtual keyboards and other websites I found with Google use this same codepoint, U+F8C7, but I couldn't find any explanation of its intended meaning.

To make clear which key I'm talking about, it's ฃ/ฅ with Kedmanee.

What do you mean, PattayaParent? I also get  and ํ with Windows' on-screen keyboard (osk.exe) so I don't think my physical keyboard matters.

On Linux/X11, it's ๅ and ํ.

Maybe the original layout had one key less and it's just used in ad hoc different ways now? Fallback to English layout for you guys, a non-character for me on Windows, ๅ on Linux. Hmm?

Most people use Kedmanee for Thai.

Somewhere in Windows (but I can't find it at the moment) you can set the keyboard that you are using.

eg, US, UK, Thai, Korean, Chinese etc.

This determines what some of the keys output.

Edit: found it, it's in Control Panel>Regional and Language Options>Languages>Details

Hmm, I see. My Control Panel didn't have exactly those steps (Windows 7 Home Premium) but I tried changing Location and System Locale. No effect.

I'm now convinced that Linux gets it right. There's no way for me to type in Windows 7 with Pattachote, which is clearly a problem. I guess someone at Microsoft made a mistake that resulted in  (U+F8C7) instead of ๅ (U+0E45) for that key.

If you're curious why I'm curious, I'm programming a "virtual keyboard" for fun and want to provide both Kedmanee and Pattachote layouts.

Edit: For some reason, Pattachote has two keys for ั and two keys for _. Unlike Kedmanee, there are no keys for ฃ, ฅ or pinthu, but there is one for =.
