Crime Brutal Assault on Bus Sparks Public Outrage and Regulatory Action

The incident has prompted immediate action from the Land Transportation Franchising and Regulatory Board (LTFRB), which has summoned officials of Precious Grace Transport, the company operating the bus, to address the issue of passenger safety and uphold their obligations as a service provider. The assault, clearly captured in a 1:30-minute video clip that quickly went viral with over 11 million views, has sparked widespread condemnation from viewers who were appalled at the violent treatment of the individual. Posted on social media on June 10, the video depicts a harrowing scene where a man, clad in a white shirt and reportedly a PWD, was sitting at the bus's rear. As the footage unfolds, he desperately shouts “Tama na!” meaning "Stop it!" while being subjected to a brutal beatdown. A man, dressed in a dark-coloured shirt, is seen kicking the PWD man directly in the face. Despite the victim's attempts to shield himself, the violent encounter escalates further. He is dragged to the floor and choked, then tased, leaving him defenceless. The identities and motives of the attackers, believed to include the bus conductor and several passengers, remain unclear at this stage, adding to the unsettling nature of the incident. The LTFRB, alarmed by the incident and the subsequent public outcry, has issued a show cause order to Precious Grace Transport. The regulatory body demands an explanation as to why the company’s Certificate of Public Convenience should not be suspended or outright revoked. This action underscores the LTFRB's commitment to upholding passenger safety and ensuring transport operators meet their obligations. Chairman Teofilo Guadiz III made a public statement underscoring the LTFRB’s zero-tolerance policy towards any act of violence, discrimination, or abuse, especially involving vulnerable groups such as PWDs. “Public utility operators are duty-bound to ensure the safety and dignity of all passengers,” he asserted firmly, marking a clear stance against such conduct. As part of immediate remedial actions, the LTFRB has imposed a 30-day preventive suspension on 10 buses of Precious Grace Transport, all operating within the EDSA Bus Carousel. This suspension is intended to provide an opportunity for thorough investigations and to review safety protocols within the company, aiming to prevent any recurrence of similar incidents. The investigation is currently being carried out by the Department of Transportation’s Surveillance and Action Information Coordinating Team (DOTr-SAICT), who are diligently working to gather testimonies from witnesses and verify the authenticity of the video footage. This comprehensive investigation is crucial to understanding why the attack took place and who was responsible. Public sentiment remains inflamed, with the viral nature of the footage eliciting 58,000 reactions and 25,000 comments, predominantly condemning the abuse. Many citizens have expressed their concerns about safety measures on public transport and the need for strengthened oversight by regulatory bodies. This disturbing case serves as a poignant reminder of the ongoing challenges in maintaining safe, respectful, and inclusive environments within public transportation systems. Both the LTFRB's decisive action and the public's vocal outrage highlight the urgent need for stringent measures to protect the dignity and safety of passengers, especially those who are most vulnerable. As investigations proceed, there is a collective call for accountability to be established swiftly, ensuring that justice is served and that such incidents are effectively prevented in the future. The LTFRB has pledged to impose appropriate sanctions on those found guilty, reinforcing their dedication to upholding high standards of conduct within the public transportation sector.
