If you mean LASIK (elective laser surgery to correct eyesight so you don't need glasses/contact lens), hands down the best is the Thai Refractive Surgery Center (TRSC)

If you mean laser surgery to treat an abnormal eye problem such as cataract, then Rutnin Eye Hospital.
