I am resident in Chiang Mai and am planning a visit to see a friend in Roi Et in mid Jan 2012.

My 90 day reporting comes due at this time.

Can anyone give advice on procedure for quick trip to Laos, from Mukdahan to Savannakt ?

Very simple, if you have to do your 90 day report just drive to the immigration office on the right side just before you enter the bridge entry gate and fill in the report. If you wish to go to Lao you can take your car if you have a car passport or if not take the bus over. When you re-enter provided you have a multiple entry permit this will also count as a 90 day report and you don't need all the photo copy bullshit that is required for a 90 day report at the Immigration office. Good Luck.

When do you travel to Laos, before or after the 90 day report dat? if it is before, you just make your 90 day report 90 days after you return to Thailand.

You only make a 90 day report if you stay for 90+ days. Immigration allows you to report up to 7 days and at most offices now even 15 days early till 7 days after.

As we know Thai authority are a law to themselves.

Here in CM they insist you can only do a 90 Day report at CM, 7 days each side is allowed and not at another Immigration Office.

As it suits me to be seeing my old mate in Roi Et at the time of the next 90 Day I planned to cross the border and so start a New 90 Day.

I do not have a 'Car Passport' so I now assume that I must use the Bus to cross.

My friend has never had to use the Exit Thailand strategy as he reports by mail.
