Well yes, but check the date of the newspaper article. It was not yet THEIR administration. Whoever's in charge, one thing I know with certainty, any egregiously bad behaviour that is rewarded will continue and likely expand.

and by extension, the higher the reward, eg. 7,500,000.00, the higher the likelihood for repetition and expansion of the egregiously bad behavior.
