Chalerm pushing for swift reconciliation legislation

BANGKOK: -- Deputy Prime Minister Chalerm Yoobamrung on Tuesday revealed he would push for the enactment of legislation on reconciliation by this year.

"I have completed the drafting all six provisions by myself," he said.

Chalerm said his draft legislation should not be confused with the amnesty issue, arguing that the draft was designed to resolve all issues that had taken place since the September 19, 2006 coup.

He said he expected the ruling Pheu Thai Party to sponsor the bill, which would be circulated to solicit public opinion before the parliamentary debate.

He refused to disclose when he planned to unveil the draft, though he said he was upbeat about majority support for the passage of his draft.

He also denied he was helping fugitive former prime minister Thaksin Shinawatra to return home, saying his draft would apply to all sides and not a specific individual.

However, Chalerm has repeatedly announced that one of his missions as deputy prime minister is to bring Thaksin back home.

Reconciliation cannot be "legislated".

Agree, good point.

But he's going to try every angle and word he can dream up.

Fanciful for Chalerm to change the vernacular of amnesty to "national reconciliation law" after the move for amnesty was thwarted and panned from many corners.

Fanciful because simply changing what it is called still results in fugitive Thaksin being exonerated (the goal of both). Perhaps Chalerm thinks no one will notice his attempted slight of hand card trick.

Chalerm: Amnesty = Reconciliation = You will do what we I tell you to do, with no complaining and a smile on your face. Any dissent & I'll have you arrested for drugs. :rolleyes:

I have obtained a leaked copy of the 6 points of reconciliation and for the first time, on live TVF, can reveal them to you.

1. The PTP's actions are final and unquestionable

2. The Democrat party is to be disbanded and all members of it disbarred from politics along with the next 7 generations for the remainder of theor natural born existence.

3. Thaksin is to be exonerated of all crimes past, present and future

4. Thaksin to have all confiscated monies returned to him plus 10% interest per diem.

5. All members of the armed forces of captain and above are to be forcibly retired. Those in disagreement will forfeit their pensions.

6. Elections are now to be held every 30 years. These will be single party elections with PTP he only contender.

No doubt Chalerms plans are linked to the comment that ," all Thais will be rich in six months."

Chalerm is obviously itching to get his six month bonus payment from his puppet master as promised to all Thais.

Chalerm wants to lead the way to affluence or might it be effluence in his case ?.

Unfortunately, the satire above is probably pretty close to Chalerm's super secret draft legislation which is going to make all Thai's happy again...the country will be one big happy family again which can solely concentrate on tourism.

1. The PTP's actions are final and unquestionable

4. Thaksin to have all confiscated monies returned to him plus 10% interest per diem.

I checked #3. As quoted here it's obviously totally incorrect. The correct text should be "k. Thaksin didn't and can't do anything wrong"

"I have completed drafting all six provisions by myself," he said.

Chalerm said his draft legislation should not be confused with the amnesty issue, arguing that the draft was designed to resolve all issues arising since the coup of September 19, 2006.

"It must be legislation on reconciliation to resolve all conflicts - it is not an amnesty."

He said he expected the ruling Pheu Thai Party to sponsor the bill, which would be circulated to solicit public opinion before the parliamentary debate.

"The circulation will start in the Northeast, where we will get support for sure. I am confident that at least 50 per cent of people support this idea," Chalerm said.

He refused to disclose when he planned to unveil the draft, though he said he was upbeat about majority support for its passage.

He also denied he was helping fugitive former prime minister Thaksin Shinawatra to return home, saying his draft would apply to all sides and not a specific individual.

Opposition chief whip Jurin Laksanawisit said the opposition would closely watch this issue.

"We are worried it will be one of three severe and very dangerous issues [that could lead] to more conflict," Jurin said. The other two issues are constitutional amendment and the campaign against the lese majeste law.

A Pheu Thai MP said yesterday that Thaksin was worried about abuse of the lese majeste law as a political tool.

"Thaksin sees a potential problem in the other side using the lese majeste clause as a political tool against its opponents," Philaphan Phalusuk said.

Philaphan said Thaksin did not view the provision on royal insult as problematic. He hinted at Thaksin's stand in contrast to the call by the Nitirat academic group to amend the law.

He was speaking upon his return from Dubai, where he paid a visit to the former prime minister.

Philaphan said Thaksin has, in principle, supported the formation of the Constitution Drafting Assembly to take charge of the charter change - although the coalition has yet to finalise details of the CDA.

He has been busy lately, wiping out drugs, cleaning up entertainment areas and writing laws, all pretty much single handed. Has to be the biggest ego in the country at work here.

Yingluk seems to be reluctant to be seen in company of a fugitive criminal - Chalerm obviously has no such reservations, though shame might be more appropriate.

With the Education system and nobody remembering what comes after 9 (i'm giving benifit of doubt here) there won't be any more elections.
