The first time i went to laos for a border run i didnt know i had to pay for the visa in usd and got raped when i handed over THB instead. this time i want to go prepared with some USD currency. Can someone recommend a place or two for me with good exchange rates, say either a consistently good bank or somewhere else?

I don't think you would be "raped" for paying in thai baht and neither is it wrong. The benefit for paying $35 is that it's almost 400thb cheaper than the 1,500thb standard charge. Bangkok Banks will exchange currencies for you at the current rate.

I've always paid in Baht and conversion has been quiet fair. Maybe a little higher and rounded off. But certainly not 1500. I visit Laos quiet a bit and Baht is kind of like a second currency. Not sure if this is true in rural areas.
