I don't think that your wife can have a hold put on your passport for non-payment, BUT, I MIGHT BE WRONG

I know one guy who had his passport screwed with because of a paternity case against him. He had to pay a settlement to a woman who he knocked up years ago before they would issue him a new passport.

try working for an extra year or two to pay off what is owed.

200k USD is owed, doubt many could pay that off in a year or two, LMAO

That would be considered a child support issue which by US law can cause a problem with getting a passport.
