Is it true, that holders ( Thai/ others ) of a valid Seaman book can purchase a car in Thailand tax free?

Maybe some of the O&G guys have an idea?

No - it simply shows your seaman's experience, past employment and qualifications.

Unless you have supporting documentation it has nothing to do with what you are doing in Thailand (or anywhere else) or your right to duty free purchases anywhere.
