The South Does Not Pay Tax?

I got told, 1 or 2 days ago, that the southern provinces (who exactly???) met and told they don't pay tax anymore.

I did not understand who told that (came from ASTV)

The revenue departments do not take tax anymore or

they just keep it in the south?

or thats everything just an empty rumour.....

I got that told with the words that Toxin is now doomed, but I did not read/hear that anywhere else, has anyone informations about that???
