to test the connection, one would need to know where the streaming server is physically located and how much bandwidth is required.

Google just came out with 'Chromecast,' a dongle that plugs into the HDMI port on your TV and allows you to stream content from a sure-to-grow list of providers such as Netflix and Youtube as well as mirroring your chrome browser on the television (more relevant to your use case). It only mirrors content from your chrome browser, so you cannot, for example, display a movie playing from your laptop's hdd on the television but if you want to access online content via chrome or stream content from media services then it is great for only $35.

it's pretty easy to embed a vid into a local html page on the harddisk and open it with chrome

If you google "hola chrome" you will be able to use Netflix and a lot more.
