In order to get married my fiancée has to take her ID and household registration card with her to the amphour with me.

I know little about the household registration book situation She rents a room in hua hin, is she supposed to have been issued a blue book when she started to rent the place?

In all likelihood she is registered in the house book (blue tabien bahn) of her family home, wherever that may be. A copy of the tabien bahn should be enough, no need for the original.

Most landlords in Thailand will not allow tenants to get into a household book on their property and it needs the owner's consent. Most Thais are registered at a family home, where they may have never lived, which makes the system rather pointless as the blue book is supposed to be proof of address.
