Has Dear Leader Blocked Proxy Servers?

I usually use http://www.triumphpc.com/cgi-bin/nph-proxy.cgi . Its always worked fine. But now today I get this error message:

Forbidden

You don't have permission to access /cgi-bin/nph-proxy.cgi on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Firstly, is triumphpc being blocked or am I jumping to conclusions? If it is, Thailand is becoming even more of a police state.

Secondly, there is always a way. So how do I find a proxy server that Dear Leader hasn't blocked, assuming that is what has happened?

Well I don't do politic, then I don't know about Dear loved Leader.

But for what I know, if you encounter this kind of message :

you can guess many technicall things :

1) the server admin is a moron who steal his boss money, he forget to delete the Appache header and now we know the version, we can also guess the OS used, and we can find easily a security hole, and this server became unsecure.

2) Appache stock locally the different error pages, if you get a 403 internal error, it mean something is wrong is the server setting/configuration.

3) Are you sure : they are still alive? they are not doing some upgrade/maintenance? maybe they fired the server admin and now they have noboddy to take care of the server?????????

Maybe blocking (certainly out of the network), but also technically not a great place
