NACC expects to lodge charges on rice pledging frauds in Jan

BANGKOK, 21 December 2013 (NNT) – The National Anti-Corruption Commission (NACC) is accelerating its investigation into irregularities behind the government’s rice pledging program, expecting charges to be filed against culprits within January.


NACC Commissioner Vicha Mahakhun, in his capacity as head of the subcommittee probing the alleged corruption in the rice mortgage scheme, disclosed that documents detailing irregularities found in the scheme had been received from the Thailand Development Research Institute recently.

He said besides the institute, there had been many parties who voluntarily gave the NACC tip-offs on corruption acts.

Mr Vicha believed the extensive amount of information obtained so far would be beneficial for the investigation. The commission will from now interrogate all entities and individuals who have purchased rice from the government.

By mid-January, a conclusion is expected to be drawn whether or not charges will be lodged against former Commerce Minister Boonsong Teriyapirom as well as civil servants involved in the G-2-G deal with China.

The NACC has also set up a new panel to look into another rice deal with the Indonesian government after irregularities were reported by Ombudsman Siracha Charoenpanij.

Why go after Boonsong? He was only the public face of the blimpesque Yaowapa. Aha, I see,red elites are above the law under this regime.

Reform. Draconian punishments for the corrupt in power. Honest electoral process. Peace in Thailand.

Just who is charged and who is let off we really will never know , turning a blind eye to various individuals is the way things are done in Thailand and this will be another white wash with no transparency.bah.gif

I know that's the usual pattern but I'm not so sure with this one. Smaller farmers in our area are becoming much more aware these days and they cannot survive for long without regular returns as they are locked into the seasonal rice planting cycle, and have to pay back loans for their new kubotas and agro chemicals. They are also the majority of the population, and have started to organise their own protests in some areas.

It appears the corruption cases are being handed back and forth from the DSI, the NACC and anyone else they can get involved, like a red hot poker. Only one end of the probe is deemed safe to touch and the others are astute enough to know that they will get burnt if they take what is handed to them.

No mention of the Commerce Ministery, nor someones wife being involved, accounting of stored/shipped rice, milling/ransport losses, quality checks, storage/treatment fees, losses to floods/fires, middlemen fees, etc.

Whats the point of charging people and letting yet more lawyers earn millions while nobody will be dealt in court quickly and certainly nobody of any net worth will see the inside of a jail apart from on the Discovery channel.

Lets hope these reforms will change all that.

Shit rolls downhill, and if you start with the government and politicians, it rolls down the chain to cover everyone. eg. If I can't be corrupt, then nobody else can.

What about going after the real culprits here? The masterminds behind the whole scam: PTP

Sure it must be criminal to come up with something, that almost brings the whole country on the brink of bankrupcy. All for the benefit of familymembers and cronies!!bah.gif

Reading the OP, "whether or not charges will be lodged against former Commerce Minister Boonsong Teriyapirom", it would appear that the NACC are indeed contemplating going after at least one PTP government-minister.

They need to have a new program for whistle blowers that pays them 10% of monies saved/recovered from revealing these

scams and proof of the scams. A lot of people are involved that don't get a cut or feel there cut is not commensurate with

there involvement and they would me better off exposing the scam. Turn up the heat on these crooks. whistling.gif

It will be interesting to see if any of this amounts to anything. The NACC is looking at the right topic, of course. Everybody in Thailand ( including the PTP ) know that the rice programme is rife with corruption. And of course, the NACC is one of the agencies that Thaksin would have much preferred to have been disbanded a long time ago. In a very real way, this particular monetary scandal is the largest and most costly in the country's history. If this investigation doesn't get anywhere, it will be a sad, sad state of affairs. One bad clue already is that the NACC have decided to deliberate until mid-January before deciding if they should go forward with the charges !
