Residency Permit - How to get it? Advantage over a Non "O"?

I have heard that there a such a thing as a "Residency Permit". How does one go about getting this? What is the cost to get it? Do you apply at your friendly provincial immigration office? Is there an advantage to having the RP as opposed to having a marriage visa or Non "O"? If anyone has useful information regarding this topic, please reply.
