webfact Posted June 30, 2014 Posted June 30, 2014 NBTC to prosecute RS for not broadcasting all World Cup matches on Free TV channelsBANGKOK, 30 June 2014 (NNT) - The National Broadcasting and Telecommunications Commission (NBTC) declared that RS International Plc., the broadcast rights-holder for the FIFA World Cup, should be held accountable for failing to televise all 64 football matches on free TV channels.Earlier, the NBTC has allocated a budget of at least 427 million baht to compensate RS International for its business opportunity loss in having to air all the matches on free TV. After the agreement was made, the condition was that RS must broadcast every World Cup match on channels 5 and 7.RS however, has been tricky, by choosing to not televise four matches in the Round 16 played at 11p.m. local time. The media giant has also not broadcast one group match played between the Netherlands and Chile scheduled earlier on June 23. Instead, RS has aired these five matches on Channel 8, which is not available on analog-based TV systems.Ms. Pornpan Techarungchaikul, an RS executive, posted on her personal Twitter account that people should be informed that Thailand currently has 24 free TV channels, which can all be watched on digital TV. She has remained firm that RS would not change any broadcasting conditions on the World Cup.However, those who have fishbone antennas or other old TV antennas can only watch Channels 3, 5, 7, and 9, and need a signal converter box in order to be able receive Channel 8 and other free TV channels that Ms. Pornpan has claimed. -- NNT 2014-06-30

casualbiker Posted June 30, 2014 Posted June 30, 2014 RS got told to put the matches on free to air channels AND that is exactly what they did. The NBTC should be held accountable for the cluster fxxk that is digital TV in Thailand. Sent from my XT1032 using Thaivisa Connect Thailand mobile app

RS were explicitly told to air all matches on CH5 and CH7 and this is exactly what they have NOT done. That was the condition to be able to claim the 427 M baht from the taxpayer. They didn't play by the conditions so should at least forfeit a large portion of the money. More than the pro-rata amount as a punitive measure. Or refuse to pay anything to send out a clear message to them and any other big corps that if they choose to take the piss, then they lose. 2

You are quite correct and a lot of the recent matches have been available on Channel 8 and not the army channel 5. Not everyone has a satellite dish from True, CTH or PSI and others. Many poorer families make do with a conventional antenna and chs 5 & 7 are available i believe depending on say, the remoteness. Personally, I hope the NBTC does penalize RS for apparent breach of contract/understanding. 2
JetsetBkk Posted June 30, 2014 Posted June 30, 2014 So who is making money out of these signal converter boxes for watching Channel 8? And where is the money paper trail leading to RS? Or is it...
MobileContent Posted June 30, 2014 Posted June 30, 2014 Ch8 is a free channel so I don't see RS broke the law. Further more Ch5 announced that it will show the other games that are not broadcasted on Ch7 and Ch8. If the game is shown on Ch8 it will not be shown on Ch5 and 7. Did NBTC actually paid already for the games to be shown all on free to air TV? NBTC is just a rubbish organisation that have done nothing to this country. They forced everybody do go digital and once they go digital the signals can't be picked up more. In our village no one cares about the World Cup games because it's planting season for rice and everyone has to wake up at 5-6am in the morning. I missed 80% of the games because I wake up 6am every morning but I do love RS that repeats the games in the morning and afternoon. The Bangkok slite has True or the money to buy an RS box. My dealer called me last week and asked me if I want to return the RS box and I said no, I love those English commentaries. BTW Anyone that is able to see Ch8 is able to watch the games in English. Did NBTC paid already RS? If they did ok RS might have to refund a small percentage but if they didn't paid they should just back off, because RS might never get paid, after all this is Thailand. When I deal with companies in Thailand it is 100% advance payment or no deal. 1

I cannot think of another group, in any country, capable of doing to digital TV (and many other issues) what the NBTC has done. It looked like the junta was going to go after the money-grubbing NBTC, but it appears that even the army can't stand up to this exquisitely vindictive group. I wonder what photos they have of Gen Prayuth to cause him to back off in 24 hours. NBTC is just a rubbish organisation that have done nothing to this country. They forced everybody do go digital and once they go digital the signals can't be picked up more. Heh. I would only argue with your choice of words, because in my opinion the NBTC has done quite a lot to this country. Unfortunately. .

chotthee Posted June 30, 2014 Posted June 30, 2014 It was known on 14-June-2014 when they did the deal which match is going to be shown on Ch 5, Ch 7, ch 8. Why bring it up now? "Ong-Art Singlumpong, managing director of RS’s Channel 8, said Fifa, the World Cup organiser, has accepted the new conditions for RS and approved the broadcast on channels 5, 7 and 8, while the green light for Channel 11 is still pending." marsstar14 Posted June 30, 2014 Posted June 30, 2014 Ratcatcher and lostsoul49 have some great points. You two guys seem to be the only ones here who truly understand the terms of conditions that RS agreed upon after the NBTC decided to compensate them. Some people here also raised a valid point that the NBTC probably did not pay RS the entire 427 million baht at this point (due to government red tape), so RS agreed to not play by the rules. If no compensation was agreed upon in the beginning, then it would be a different story because RS would have every right to not air the World Cup matches on free TV. Even if RS did not receive their payments in full at this point, they have breached the terms of agreement that they initially agreed upon to make the World Cup available for all viewers across the country. Not everybody across rural Thailand have a digital TV or are able to afford a PSI Box for the World Cup matches. RS should be punished for violating such an agreement. 1

Then again they used to say the British invent, the Germans perfect, the Americans market and the Japanese mass produce. And finally of course the Thais copy. 1

Well, since he lives in a village he must be fairly naive if he thinks it's only the elite who have a satellite connection with True, CTH or PSI. Millions of ordinary Thais have cable and satellite service and have been able to watch the World Cup matches. I am sure the "elite" are more concerned with the quality of the caviar and the lobsters they consume at Bangkok's superb buffets rather than watching a bunch of farangs kicking a football around.. 1

How about you? . Well, if you posted some constructive feedback and questions like this then I wouldn't have attacked you in the first place. Regarding your two questions, I will answer them one by one with a simple yes/no but allow me to give me explanations to back up my points. 1. Do you think RS has legal rights in this case, at this time? Not really clear what you mean. Please elaborate before I can give you a yes/no answer. 2. Do you think the NBTC has bullied RS over their property? No. Honestly, I don't know where you get the idea that the NBTC is bullying RS. RS is being compensated by the NBTC for at least 427 million baht, which is much more money than they could hope to generate by selling their World Cup boxes alone.
