Police to identify suspects behind M79 grenade attacks

China 'understands, hopes to see a united Thailand'

Beijing: -- Sihasak visits Beijing as part of junta's effort to explain the power seizure

China hopes to see peace and unity restored in Thailand as soon as possible, so the Kingdom can go back to being a leader in the region. It has also said it will not intervene in Thailand's domestic affairs.

Sihasak Puangketkeow, permanent secretary of the Foreign Ministry, said Beijing also wanted conflicting parties to get together and solve problems so the country can move forward.

He was speaking after attending meetings yesterday with high-ranking Chinese officials, including Deputy Foreign Minister Liu Zhenmin, as part of the second China-Thailand Strategic Dialogue. He also paid courtesy calls to Foreign Minister Wang Yi and State Councillor Yang Jiechi.

This is the first time that Thailand has held official meetings with the Chinese government since the military junta seized power in May.

In a press briefing after the dialogue, Liu reiterated that China wished to maintain and strengthen bilateral ties, adding that Beijing regarded Thailand as a good friend and a strong partner.

Sihasak's visit to China was part of the junta's effort to explain Thailand's political situation to other countries.

He said he had told Chinese officials about the junta's efforts to undertake reforms via a three-phase roadmap, as well as restore political stability and create an environment conducive to long-term economic development.

"I had the opportunity to explain what Thailand is doing to restore stability, peace and democracy under [the junta's] roadmap," he said.

Sihasak went on to say that China said it would not intervene in Thailand's internal problems. He also quoted Liu as saying that Beijing understood the situation as well as the junta's efforts.

Sihasak has visited many countries to explain what has been happening in Thailand after the coup.

"China wants Thailand and its people see a return to security and unity as it continues playing an active role in the region and the world," Liu said through a translator.

He added that both countries and their people have enjoyed excellent relations, pointing out that members of the Thai Royal Family had visited the mainland several times, and that senior officials from both countries had also exchanged visits.

Beijing said it hopes the "Thai leader" would be able to attend the Asia-Pacific Economic Cooperation (Apec) summit that will be held in the mainland in November, Sihasak said.

Meanwhile, Sihasak dismissed criticism that Thailand was leaning on China now that many countries in the West had decided to impose sanctions in response to the power seizure.

"It is the decision of the Western countries [to downgrade mutual relations], but a 'friend in need is a friend indeed'," he pointed out. "Thailand's relations with other countries can only move forward, and never halt. So if one country is ready [to cooperate with Thailand], we are also ready to do so."

Sihasak added that China wanted to invite Privy Council President General Prem Tinsulanond over to celebrate 40 years of diplomatic relations next year.

Several provincial officials shifted in Isaan and the North

BANGKOK: -- The Interior Ministry has ordered the transfer of Nong Khai governor Wirat Limsuwat and a reshuffle of three deputy provincial governors.

Interior Ministry permanent-secretary Wiboon Sa-nguanpong on Wednesday signed an order to transfer Wirat to a position at the ministry.

Nong Khai deputy governor Thanawat Ploisopon has been appointed Loei deputy governor, Nakhon Ratchasima deputy governor Suchart Noppawan has been appointed Nong Khai deputy governor and Loei deputy governor Panu Yaemsri has been appointed Nakhon Ratchasima deputy governor.

The transfer and reshuffles take effect on July 21.

Pavin's passport revoked

BANGKOK: -- The Foreign Ministry has revoked the passport of academic Pavin Chachavalpongpun for defying a summons to report to the junta and a warrant has been issued for his arrest.

Permanent secretary for foreign affairs Sihasak Puangketkeow said the revocation of Pavin's passport was in line with the law.

The cancellation of Pavin's travel document was done on Wednesday.

Pavin is known for his strong support of the red-shirt movement and former premier Thaksin Shinawatra. He strongly opposes Thailand's lese majeste laws. He has been based in Singapore and is now believed to be in Japan.

Sihasak said the ministry cancelled the passport in cooperation with a request from military authorities.

Others who have had passports revoked by the junta include former Pheu Thai leader Charupong Ruangsuwan, Pheu Thai party member Sunai Julpongsathorn, and red-shirt activists Jakrapob Penkair, Chatwadee Amornpat, Ekkapob Luara and Attachai Anuntamek.

Academics warn against absolute power

BANGKOK: -- Academics say junta leader General Prayuth Chan-ocha might be able to execute administrative affairs more easily if he assumes the prime minister's post, but putting absolute power in his hands could potentially also come with the risk of power abuse and failure.

Trakoon Meechai, a political scientist at Chulalongkorn University, pointed out that if Prayuth became premier he would be fully responsible for seeing through all plans laid down by the National Council for Peace and Order, which he also oversees.

"He could be responsible if things work or fail," said Trakoon, adding that this way, nobody else could take the credit or blame.

However, Trakoon pointed out that absolute power may open the door to abuse, as nothing could be scrutinised.

He also said that if Prayuth decided to push back his retirement beyond October and stay on as Army chief, he risked upsetting other senior officers vying for the post.

Meanwhile, Thammasat political scientist Prajak Kongkirati said Prayuth would gain a lot of support from those who back the coup if he decides to become interim premier. However, Prayuth's credibility would diminish in the eyes of others, as he has been insisting from the start that he did not stage the coup for his own benefit. Prajak also said that if he did become PM, it would be akin to General Suchinda Kraprayoon, who staged a coup in 1991 and took up the post of prime minister, despite insisting that he wouldn't and it led to massive protests and his eventual ouster in May 1992.

Prajak also shared Trakoon's views, saying that the concentration of power was dangerous and that Prayuth ran the risk of making mistakes if he had too many things to handle, plus it would make scrutiny impossible.

For Soraj Hongladarom, a philosophy lecturer at Chulalongkorn, Prayuth becoming premier would be undemocratic and his credibility would also be affected. He pointed out that though holding the PM's post would make Prayuth feel secure, it was never good to put too much work in one person's hands.

"A single person cannot know everything and there's a risk that he will be misled by his men. This is a universal condition faced by a dictator," he said.

A solo man robs a gold shop in The Mall Ngamwongwan

NONTABURI, 12 July 2014, (NNT) - Nonthaburi Provincial Police are searching for a man who robbed ‘Tokang’ gold shop in the Mall Ngamwongwan, single handedly, grabbing more than 4 million bahts worth of gold before disappearing without a trace.

The man in question was able to take a total of 182 baht of gold which consisted of 53 gold necklaces of 2 gold baht weight, and 19 gold necklace of 4 gold baht weight.

According to the shopkeepers, the lone man rushed into the shop, pointed a handgun at them, and ordered them to hand the gold to him. They said the employees did not comply with the robber’s demand, forcing him to snatch the items himself. They stated the man then fled the scene using the Mall’s back door which links to the nearby HomePro store before making an escape on his motorbike.

He was last seen riding towards the Prachacheun Road.

Officials examined the CCTV footage collected from the gold shop and discovered the culprit was a man wearing long jeans, a black jacket with white stripes and a cap, adding the man was waiting for security to leave the zone before launching the attack.

He took only 40 seconds to complete the entire operation.

Ranong lashed by heavy rain; high waves expected in the seas

RANONG, 12 July 2014 (NNT) – Officials in Ranong province have reported minor damage in the wake of the recent heavy raining and bouts of gusty wind. Meanwhile, the Meteorological Department has warned of strong wind waves in the Andaman coast as well as in the Gulf of Thailand.

Nakha and Kamphuan sub-districts of Suk Samran district in Ranong were especially hard-hit by gusty wind, which caused the collapse of a roadside resting spot where locals usually sit to wait for public transport. Around 10 homes that were situated along the coast suffered damage to their roofs. A couple of fish cages were also reported damaged. Locals in Suk Samran were maintaining vigilance against the weather on Friday, even though the raining had already died down.

The Meteorological Department indicated on Friday that waves in the upper part of the Andaman Sea would reach 4 meters in height, and waves in the upper part of the Gulf of Thailand would reach a height of 3 meters. Small boats are advised to keep ashore.

Although the amount of raining in most parts of Thailand is projected to lessen, isolated heavy raining is also expected.
