Car Credit For New And 2nd Hand?

My question is:

Is it possible as foreigner with a working permit, to obtain a car credit for 1: new cars 2: 2nd hand cars.

I am asking this as it is nearly impossible to get a personal credit in a bank.

If yes is it necessary to go to a finance company or the car retailer will handle this?
