Standard stuff most app companies can do. But if it is something specific first figure out some available tools or languages that can do the job best and search for a company/person experienced in that tool/language. Otherwise you just get any programmer going to use the tools/language they know making it a drawn out and expensive exercise even though there may be much better tools out there to do the job.

Try freelancer.com i cannot recommend them as I have never used but may be ok.
