i would imagine, Thais use it as a dessert, just like the frogs eggs,as we used

The actual palm storks/trees are what I'm looking for

It is not really a palm, it is a cycad and available here. Try the plant market behind Tesco on the Super Highway. Plant it in well drained soil, elevated location with a lot of coarse sand added to the dirt and it will do okay.
