Taxation for individual seller of property

Can anyone explain the current calculation for tax for the seller of a property in individual name only? Does an appraised price factor into this, and if so where can we find the appraised prices? Seems like the property taxes are crazily high.

Also, does the buyer pay any tax?

Agree taxes for property is beyond the reasonable amount but you are still fortunate as long as it is not in the name of a company.
