As for the Songthaew's there are many that do not run a fixed route allowing you full access to the whole city with out changing songthaew's. They are as a rule 20 baht. If it is an out of the way place they will ask more. Up to you take it or leave it there will be another one along. There is also tuck tucks at a much higher price. They will deliver you to the door step.

The songthaew's on a fixed route have a price of 10 baht. For the busses I only know of one from Chiang Mai gate to Hang Dong. Is it regular I don't know. Are there others in the city I believe so and I am sure some one will come along and tell you plus the price.

There are no city buses in CM. There are songthaews and tuk-tuks motorbike taxis and metered taxis (rare).

What is the state of public transportation in Chiang Mai city?

Rubbish. Come back in 10 years when there's an MRT and a cable car up to Wat Prathat.
