Is there an immigration policy on the total accumulated time as a tourist in Thailand per year?

Should getting a double entry tourist visa in Vientiane be a problem in the following case? (Also, should entry at Nong Khai with the visa be ok?)

At the time of requesting a double entry tourist visa for a USA passport, I will have been in Thailand as a tourist already for more than 8 months in 2014.

I received 5 back to back visa exempt entries on 2 hour out/in trips through Poipet (after a visa exempt entry at Suvarnabhumi in late Dec 2013). In June I was issued a single entry tourist visa in Vientiane with no problem.

I departed Thailand in mid July. After 2 months out of the region, I returned to Suvarnabhumi in September and received a visa exempt entry. In October I got an extension at Chaeng Wattana. (My current passport is fairly new so it shows only the one tourist visa from June along with the visa exempt entries.)

I would like to enter Laos on the day my extension expires, submit my application for a double entry tourist visa in the morning at the embassy, stay overnight in Vientiane, pick up my passport with the new visa the next afternoon, and then proceed directly to Nong Khai.

Will this behavior cause any problems with either the embassy or the border control people?

I have never had a problem at the embassy in Vientiane (or elsewhere) in the several times I have used their services over the past years. I am a little concerned in this case because of the recent (heightened) confusion about immigration policies and enforcement. With the history in the passport, will I be seen as violating any guidelines? I have read that it might be a good idea to stay out of the country for at least a few nights when attempting to return to Thailand on a visa exempt entry after finishing a visa exempt stay. My case is a little different. Will it be required that "I prove I am a tourist" and stay out for a few nights? Will the embassy treat my application negatively when it is clear that I will return to Thailand immediately (one day after exiting) and could possibly stay another 9 months?

There is no policy, changes or confusion.

The only thing that may prevent one from getting a tourist visa in Vientane is going there with a passport stamped from Vientane saying that no more visa will be issued.

Other than that it's not a problem and neither is re-entering with the visa.

For faster, dame days service and a more comfortable trip you can use Savannakhet, Laos.

You will have no problem getting a 2 entry tourist visa in Vientiane since you have no others from them that would be considered back to back from them. That is the only thing they look for.
