I have a great picture from offshore, but the horizon is crocket. Does anybody have a software that can tilt a picture a few degrees?

Picasa is simple and can do that trick in easy way. Among many other things. It's free as well.

Faststone Image viewer as mentioned does a great job. One of the problems when you rotate an image is you then have to crop it to remove the empty areas. Faststone can do it automatically. See my example below.
