Who has immunity from prosecution?

No person should hold a position as a member of Parliament , or be allowed to be employed as a Government or local Government employee who has a criminal record, this obviously doesn't include parking tickets, speeding tickets more for Corruption , rape , dealing in drugs, Prostitution rackets , murder, the usual serious crap.

You can't get a criminal record for a parking ticket but you can for criminal defamation or malicious prosecution - even if it is all true. Such is the screwed up nature of the Thai Justice system. Ironically Thai lawyers are taught the Thai laws come from the UK and German legal systems (arguably the best in the world) which the Thais have made better. They really believe this as well, even the top lawyers here.

The fact is the Thai laws are written by the equivalent of 4th year secondary school kids who would not get a very good grade. They have butchered the laws and done a sort of pick n mix to completely screw any justice out of the system they have ended up with. It is so obvious to anyone who has been involved with the UK system at least (I know little about the German system so cannot comment) that the Thais really are either clueless as to how bad the system is, have no idea about Justice and law or have just chopped out things that do not help the rich. Either way around it us not a system that will look good in the face of the oncoming AEC.

There is absolutely no evidence to support what you say, namely that the generals now in charge are "clean" or that any effort is being made to identify and remove/punish the "unclean" ones.We do know that there is massive corruption in the RTA over many decades.We do know that the RTA is never accountable for its crimes.We do know that a misplaced sense of solidarity, particularly the graduating class system prevents decent officers identifying rotten apples in their midst.We do know trhat the RTA has a huge business network, including absurdly inappropriate media interests which benefits senior officers.We do know the RTA interferes in politics to an extent which in democratic countries would be regarded as high treason.We know the RTA has an appalling human rights record and lies about its crimes.We know the RTA is militarily incompetent - though military proficiency has never been a priority in this money making machine.

I am sure Mr Prayuth will be turning his attention to military reform very soon

The libel and defamation laws has to be changed so that it is not a crime to accuse anyone of corruption, otherwise the fight against corruption will be ineffective.
