BANGKOK: -- THAI POLITICS is likely to heat up after the new constitution takes effect because some people may want to test its effectiveness, Deputy Prime Minister Wissanu Krea-ngam said.

Wissanu said he believed that after the charter - now being written by the Constitution Drafting Committee (CDC) - is promulgated, some may want to see if its mechanisms and measures work as expected.

"If those mechanisms fail to solve the problems raised, they will likely claim that the new constitution was a waste of time. This could be a new problem for the country," Wissanu said.

However, he added that he did not think the problem would be as serious as the ones in the past, which led to a political stalemate.

He expressed hope that the measures included in the new charter, as well as successful reform, would help prevent severe conflicts as in the past.

Wissanu was giving a lecture during a seminar by the Office of the Ombudsman at a hotel in Koh Chang, Trat, yesterday.

The CDC in the coming week will write the third chapter of the new constitution on the rule of law, the courts and organisations responsible for scrutinising the use of state power, CDC spokesman Lertrat Ratanavanich said yesterday.

The drafting of this chapter will start tomorrow and continue until Friday, he said.

Meanwhile, some members of the CDC have expressed their dissatisfaction with certain parts of the constitutional draft in the chapter about state policies, which was completed last week.

This minority said they did not think certain clauses were in line with international principles. They voiced concern that those clauses could pose problems when the Asean Economic Community starts at the end of this year. They plan to discuss with the National Reform Council a possible revision of the clauses in question when the NRC deliberates the constitution draft in April, a source said.

Stop rushing things then. Take time to consider, debate, ask for advice from those more knowledgeable than yourselves, listen, have some polls to ask the people what they want to see done or changed, and finally, remove all those loopholes and grey areas that exist in every single piece of law that exists here.

When you rewrite things every 4 years and refuse to learn from previous experiences, then you learn nothing and change nothing.

As for the seriousness of future 'problems', all I can say is 'ya ain't seen nothing yet!'. This is the calm before the storm.

No, only for the military Junta that will have to repeat for the 14th time its overthorw of an elected government. With only 3,000 flag officers, it will run out of coup leaders in the next 30 years.
