It's been years since I worked for an agency, but about 45 out of 50 teachers were paid for 9 months - no pay for October, March or April, while the schools paid the agency for 11 or 12 months. While some schools did not pay the agency for summer, all of them paid for October.

Well, I've been told by both schools and agents that they get paid for 12 months. The teachers also get paid 12 months by the agent in these cases.

That's all i got! Nothing concrete, I'm afraid. I don't know what evidence you would expect.

And i never said it applied to all agents, but it does happen.
