The people in charge of course.. however these cost were in the budget and were not hidden off budget even though it was known there was a high monetary cost. Why is it that everyone seems to forget the problem is that they did not want to budget for this scheme. The reason being their deficit was too much. Had they budgeted this they would have to cut other vote buying measures (eh popular policies). The NACC has also said it intends to follow up the criminal case with a civil case to recover some of the nation's losses. That could result in all her assets in Thailand being confiscated and she can be tried in absentia in a civil case, just like the case where her brother was fined B46 billion. I think the fines in the Penal Code have not been amended since the 50s when that was a lot of money. She will also get a further 5-year ban from politics, if convicted and sentenced to prison. I am at a loss to understand how the ' Bangkock Elite' managed to implement the rice pledging scheme and force it to lose all the money. How they managed to arrange the fake G 2 G deals where the rice was sold to unauthorised Chinese companies, never exported but sold to Thai companies. I don't understand how they managed to get the rice in storage to deteriorate so quickly or how they arranged for large quantities to disappear. Nor did I realize that it was them who were in charge of the reds when they were bullying, threatening and intimidating anyone who stood in their way. I can understand someone who has been constantly been bombarded by the hate and lies spewed forth from a village sound system or children at a red school failing to understand for they have few other sources of information.
