Anything further on the single visa for SEAsia?

The way I understood it (sic) when it hit the fan a while back is that a visa on arrival (paid/unpaid, unclear) at first port of entry into a subscriber nation, would be valid for travel through all others (Thailand, Laos, Cambodia, Vietnam, and possibly Malaysia and Myanmar).

Real life, or more hot air generated by a drunken political stupor?
